Lee is the founder and Chief Executive Officer of the ELM Companies and Principal of Graves Law Offices, PC. Lee’s legal and environmental practice involves strategic counseling in the areas of Environmental Liability Management (ELM), Natural Resource Damage Assessment (NRDA), ecological risk assessment, and environmental due diligence. Mr. Graves has worked directly on many well-known sites and projects including the Milltown Dam Superfund site litigation, Milltown, Montana; Commencement Bay Superfund Site, Tacoma, Washington; Waste Management, Inc. landfill-NRDA claim in Indiana; Blackbird Mine NRDA, UNOCAL diluent release in California; ARCO pipeline oil spill in Indiana; and Colonial Pipeline San Jacinto River-NRDA. Lee has resolved numerous environmental liabilities by strategically applying restoration-based solutions.

Prior to entering the consulting field, he served for three years as Senior Attorney in the General Counsel’s office of NOAA. Lee served as NOAA’s lead attorney on the largest natural resource damage assessment litigation in the country, U.S. v. Montrose, et. al.. The Montrose case dealt with remediation and natural resource liabilities with PCB’s and DDT being the contaminates of concern. Lee’s early professional career was in investment banking where he analyzed investment opportunities which included land and corporate acquisition and divestiture while working for Michael K. Deaver in Washington, DC. Lee represented such clients as Mitsubishi, China Trust Bank and other foreign interests.

Lee is a graduate of Creighton University, with a Juris Doctor (JD) and a Bachelor of Science in Business Administration degree in Finance

Lee is a proud supporter of the Boys and Girls Club, St. Jude, Ducks Unlimited, Easter Seals and Jeffery Pride Foundation for Pediatric Cancer Research.

Matt is the President of ELM Enterprises and ELM Locating & Utility Services, overseeing the marketing and customer relationship efforts in all ELM companies.

Matt began his career with ELM Locating & Utility Services in 2000 as general manager for the locating company. He has nearly 20 years working in the utilities sector, working as a Senior Engineer in gas and electric distribution projects with Montana Power Company and Northwestern energy, followed by the services segment at ELM.

Matt is a graduate of Montana State University with a Bachelor of Science degree in Electrical Engineering and the University of Montana with a Masters of Business Administration. He registered as a Professional Engineer in Montana. Matt is also serving as a Colonel in the Montana Army National Guard and is proud of ELM’s selection as a 5-star supporter of the Guard and Reserve.

Matt, his wife and children reside in Missoula, Montana and are active supporters of the Montana Grizzly Scholarship Association, the Watson Children’s Shelter, and other charitable organizations in Missoula. They enjoy all outdoor activities in the Missoula and Seeley Lake areas of Montana.

Jim has been the CEO of ELM Locating & Utility Services since July of 2003 when ELM acquired One Call Locators, Ltd. from Northwestern Energy.

Jim has extensive management experience with over 15 years in executive level management ranging from a 900 person environmental consulting firm to a deregulated retail and wholesale energy company that was a subsidiary of CILCORP. Jim has held previous positions through his career as Director of Human Resources, Vice President of Human Resources, and President Environmental Staffing Solutions, Inc.

Jim holds an AA in Business Administration and a BA in Business Management from the University of Illinois.

Ron is President of ELM Investments, LLC. He has over 28 years of experience managing complex environmental projects specializing in innovative remedial technologies and end-focused business solutions. His responsibilities include developing exit strategies that utilize proven remedial technologies, environmental insurance programs that cap cost, and allow clients to close sites for the lowest life-cycle cost. As President of ELM Investments, Ron has successfully managed a multitude of large-scale projects from investigation through ultimate closure.

Much of Ron’s experience stems from owning a national environmental firm and working as Regional Manager in charge of remediation and outsourcing for URS Corporation the world’s largest environmental engineering firm. Ron has extensive national and international DOD experience cleaning up sites as part of the BRAC program. Since 1996, Ron has been actively involved in some of the largest insured fixed cost and liability transfers in the US. Ron is well known and respected by all major environmental insurance carriers and brings a unique set of skills from business, technical, financial, and real estate. Ron has completed some of the largest Brownfield redevelopments programs nationwide including: demolition & asbestos abatement, cleanup of large refineries, chemical plants, paper Mills, manufacturing plants, DOD Bases and Army depots, ammunition plants with UXO & MEC, low level rad, and river sediment projects.

Ron is a graduate of Michigan Technological University, with a Bachelor of Science degree in Geology.


John Farnsworth, P.E.

John joined ELM in early 2009 and is currently responsible for Operations for ELM Consulting. His early Engineering technical experience was concentrated in public works and municipal civil engineering projects for small to medium size communities in the Midwest. For the last 20 years he has been heavily involved with and has gained extensive experience in the management and growth of Professional Services Consulting firms throughout the United States.

John holds a BS degree in Civil Engineering and a Masters of Business Administration from the University of Illinois and is a licensed Professional Engineer in several states.

He currently serves on the Board of Directors of the American Red Cross of the Heartland and has been active and held leadership positions in the Illinois Society of Professional Engineers, Rotary, Boy Scouts and the University of Illinois Executive MBA Alumni Association.

Josh has been employed by ELM Locating & Utility Services since September,2001. He earned a B.S, Business Administration, Accounting from the University of Montana. Following graduation, Josh was employed by Three RiversTelephone Cooperative in Fairfield Montana as a Staff Accountant. He then moved to Missoula and worked for Montana Rail Link and Washington Corporation as Manager of Inventory Accounting and Business Analyst, respectively.

Josh volunteers his time to Big Brothers/Big Sisters, the BPOE (Elks), and the Frenchtown Broncs Community Booster Association.

As one of ELM's veteran employees, Troy began his employment with the company in February, 1992 as a City Manager in Kalispell, Montana. From early 1993 to 1996, he served as City Manager in Bozeman, Montana. The growth of the company in 1997 warranted a Montana State Manager and Troy was appointed to that position. In 2001, he was promoted to Northern Region General Manager and now serves as the Executive Vice President of Operations. He holds an MBA Essentials Certificate from the University of Montana.

Troy donates his time and resources to the Missoula Poverello Center and Big Sky Bassers.

Rod is Senior Vice president of Business Development/Operations for ELM Locating, overseeing growth opportunities throughout the US and has operational oversight for the Southwest Region. Rod began his career with ELM in May of 2000 as directing national growth plans and start-ups.

Prior to being employed by ELM Rod had spent the previous 14 years working for another utility service contractor in the industry.

Rod is a native Arizonan and resides in Peoria, Arizona with his wife Sandy and 3 children. Rod is very involved in all facets of sports with his children including Cheerleading, Club Softball, Little League Baseball, and Pop Warner Football. Rod is involved in several damage prevention groups and was a founding member of the original Common Ground Study group.


Dan Dunn

Dan is a licensed Professional Engineer and Registered Geologist in several states throughout the Midwest. He is also a Certified Hazardous Materials Manager and a Registered Environmental Professional. Dan’s extensive experience includes due diligence research, investigations of contaminated sites, assessing risk, development and implementation of remediation plans and monitoring programs for impacted soil, waste treatment, and groundwater impairment. Industries served include solid waste management, chemical production, DOD/BRAC, heavy manufacturing plants, bulk storage facilities, and a wide variety of commercial operations. Remedial methods designed by Dan include containment systems, contaminant recovery, onsite treatment and enhanced in-situ biodegradation. Project plans have received appropriate approvals by regulatory agencies at both the State and Federal level, focused on reaching "No Further Remediation" status. He has managed scores of P1ESAs, LUST and RCRA closure projects, ranging in size from a few thousand to several million dollars, always pursing "reasonable solutions completed cost-effectively". Dan has been with ELM in Peoria, Illinois since 2001.

Dan previously worked for a private solid waste management company and as a government consultant to USEPA CERCLA sites.

Dan has a Masters degree in Civil Engineering from Bradley University and a Bachelors of Science degree in Geological Engineering from University of Missouri at Rolla.

Dan has been a member of the local St Jude Golf Committee and supported various chartable organizations through the Progressive Business Group.


Todd Snarr

Todd is a licensed professional engineer in the states of South Dakota, Maine, Michigan, Ohio & Illinois. Todd has nearly 2 decades of diversified environmental engineering experience and has provided his expertise to clients throughout the country on hundreds of commercial & industrial sites. He has performed in the capacity of project engineer, project manager and department manager. His experience spans services to chemical, petroleum, mining, utility and manufacturing industries. He is well versed in regulatory compliance including CAA, CWA, RCRA and SARA.

Mr. Snarr has been recently involved with redevelopment of contaminated urban properties including environmental assessment, infrastructure design and construction. He has served as a municipal engineer involved with civil and environmental projects. He has also served as an associate instructor for the Department of Civil Engineering & Construction (CEC) at Bradley University located in Peoria, Illinois.
