ELM Consulting, a recognized expert in risk management and environmental mitigation, was retained by the Village of Bartonville, IL to manage environmental liabilities associated with the former IL State Mental Hospital, including the former powerhouse and dining hall properties. Due the presence of asbestos, both properties were determined to be public health hazards. In addition, the powerhouse building was sealed from public access by order of the Director of the IEPA. ELM assisted the Village of Bartonville with asbestos abatement and building demolition activities of the dining hall property in the Spring of 2009.
ELM was also responsible for obtaining a No Further Remediation letter from IEPA for the Powerhouse property based on the presence of subsurface contamination. ELM has just completed project management involving asbestos abatement and decommissioning of the former powerhouse building and is currently in the process of overseeing demolition of the building.
As ELM continues to work with communities around the US looking to manage public risk and improve city greenscapes, this project exemplifies the ELM commitment to risk management and community improvement. ELM's completion of this project clears the way eliminating an area eyesore and opening the path to redevelopment.
